The Board of Directors of the McLean County SWCD had their regular board meeting on July 12, 2017 at the USDA Service Center, 402 N. Kays Drive, Normal. The meeting was called to order by Chairman Mike Kelley at 7:30 a.m.. Directors present were Mikel Fonger, Howard Heatherwick, and Sally Breese. District employees present were Jackie Kraft and Stephanie Musselman. NRCS employee present was Matt Bell.
~Financials/Minutes: June minutes, Howard motioned, Sally seconded. Motion Carried. Howard made a motion to approve the financials, Mikel seconded. Motion carried. Mikel made a motion to approve the July checks for payment. Sally seconded. Motion carried.
~Jackie gave the Watershed report as written. The IEPA 319 grant proposal with BCS, LLC has 1050 acres enrolled to date and custom side dressing has been completed. A nitrogen management field day wad held June 27th at the BCS Arrowsmith plant. An outreach meeting will be held July 26th at Davis Lodge for the National Water Quality Initiative Pilot. Jackie and Eric met with NRCS State Office to review progress and mapping for the pilot. The picnic area shoreline project at Evergreen Lake has a projected start date of September 18th and rock hauling will begin September 5th. A fact sheet for the Watershed Survey results is being developed for producers and a detailed report will be available on our website. Jim Iserman would like to partner on a cover crop management event. Jackie has been approached by Ecology Action Center about a 319 grant for rain barrels.
~ Stephanie gave the District report as written. The NRCS Assistance Agreement ended on June 30. Work for the CRP Contribution Agreement has been complete; awaiting final payment. The summer edition of the district newsletter is in the works and the projected release date will be early August. The Jim Rutherford Scholarship Golf Outing will be August 8th at Crestwicke Country Club, so far there are 2 teams registered. We are hoping the scholarship recipients will be able to attend the golf outing. Summer Conference will be held July 24 & 25th at Northfield Inn & Suites in Springfield. We still need a voting delegate to represent McLean County. New CRP and NRCS Assistance contribution agreements have been released and will begin August 1st if district choose to participate. SWCDs are in the FY18 Budget for 13.5 million.

~New Business: Howard made a motion to approve the Strategic Plan pending discussion at the delegate forum at Summer Conference. Mikel seconded. Motion carried. The next Board Meeting was set for August 9, 2017 at 7:30 a.m. at the USDA Service Center. The meeting concluded at 8:55 a.m.
