The Board of Directors of the McLean County SWCD had their regular board meeting on February 8, 2017 at the USDA Service Center, 402 N. Kays Drive, Normal. The meeting was called to order by Chairman Mike Kelley at 7:45 a.m.. Directors present were Sally Breese, Irvin Bane, and Howard Heatherwick. District employees present were Jackie Kraft and Stephanie Musselman. NRCS employees present were Eric McTaggart and Matt Bell.
~Financials/Minutes: January minutes, Howard motioned, Sally seconded. Motion Carried. Irvin made a motion to approve the financials, Howard seconded. Motion carried. Irvin made a motion to approve the February General Account checks for payment. Sally seconded. Motion carried. Sally made a motion to approve the February Watershed Account checks for payment. Howard seconded. Motion carried.
~Jackie gave the Watershed report as written. The IEPA 319 grant and signed contract have been received and a contract has been completed for BCS, LLC. A pre-implementation survey has also been approved by IEPA. A field day will be held at the BCS Arrowsmith plant with a sidedressing demonstration. Still waiting on reimbursement for work performed for the IEPA 319 Soil Indicator Survey grant. Awaiting notification for the Fishers & Farmers grant if funding will allow project to be funded. Ten producers have agreed to participate in in nitrate testing program in Evergreen Lake watershed for the Farm Bureau grant. Paperwork has been completed for NRCS for the National Water Quality Initiative Pilot. Work must be completed by September 2017 for assessment and outreach plan. An outreach meeting is scheduled for March at Davis Lodge. A new project is in the works at Evergreen Lake. The project will involve shoreline protection on four reaches around the picnic area. A site showing is scheduled for February 22 and bids are due February 27th. The project start date is September 18th.
~ Stephanie gave the District report as written. The District has continued to be busy assisting NRCS with CSP payments. Work on the CRP contribution agreement has also begun. The newsletter will be sent out soon; we will be using Darnall Printing for mailing services to free up some time. Spring sales are in the works; Fish Sale pickup will be March 31st and Prairie Plant pick up will be June 16th. There will be no tree sale this spring due to lack of resources. Land Use Council 6 employees attended a meeting to create a new funding plan since the previous one was denied. The new plan has $15,025.18 going to McLean County. A vote is needed from directors to submit the new plan to IDOA. Irvin made a motion to approve the new funding plan. Howard seconded. Motion carried. The other funding has been received; $15,000 in CPP to be used in priority watersheds and $22,680.41 for operations.
~Eric gave the NRCS report. The state office sent out a survey to DCs and Soil Cons. regarding the reorganization. The biggest concern is the inability to hire new employees. Illinois is currently ranked #1 in usage of Conservation Client Gateway. McLean County has been busy finishing up CSP payments. The CSP reinvention will be rolling out soon.
