2017 SWCD April Meeting Minutes

The Board of Directors of the McLean County SWCD had their regular board meeting on April 12, 2017 at the USDA Service Center, 402 N. Kays Drive, Normal. The meeting was called to order by Chairman Mike Kelley at 7:30 a.m.. Directors present were Sally Breese, Mike Fonger, and Howard Heatherwick.  District employees present were Jackie Kraft and Stephanie Musselman. NRCS employees present were Eric McTaggart, Matt Bell, and Rachel Welch

~Financials/Minutes:  March minutes, Howard motioned, Sally seconded. Motion Carried.  Sally made a motion to approve the financials, Mikel seconded. Motion carried.  Mikel made a motion to approve the April checks for payment.  Howard seconded. Motion carried.

~Jackie gave the Watershed report as written. The IEPA 319 grant proposal with BCS, LLC has 850 acres enrolled to date and a field day is planned for June 27th at the BCS Arrowsmith plant.  Still awaiting notification for the Fishers & Farmers Grant to find out if it will allow project to be funded.  A total of 16 tile locations have been located for the nutrient stewardship grant.  Testing will begin soon and ISU lab will be doing the analysis of samples.  The contribution agreement has been signed for the National Water Quality Initiative Pilot and an outreach meeting at Davis Lodge this summer.  The picnic area shoreline project at Evergreen Lake has been approved by City Council with a projected start date of September 18th.  To date, 86 watershed surveys have been received to gather baseline data, attitudes and opinions of conservation practices. Conservation Family Day will be held June 17th at Comlara Park from 9:00 a.m. to 12:00 p.m.

~ Stephanie gave the District report as written. The District has continued to be busy assisting NRCS with uploading documents in DMS.  The NRCS Assistance Agreement ends June 30th.  So far, we have received payment through February.  The CRP Contribution Agreement ends Sept. 30th.  We have completed the required amount on Fields Borders, but still have work to do with Filter Strips and Waterways.  The District profited $1,046.05 from the spring fish sale.  We currently have 5 orders for the prairie plant sale.  There are currently 9 orders for the Pheasants Forever Seed Sale.  The 2017 McLean County Plat Books will be coming out around August.  Conservation Day will be held May 11th at the Interstate Center.

~Eric gave the NRCS report.  Rachel Welch officially became an employee at the Normal office at the end of March.  NRCS is still under a hiring freeze and there has no word as to when it will be lifted.  The continuing resolution ends late April, could result in possible furlough.  We are very close to reaching the national cap on CP42s.  NRCS is still waiting to hear who has been preapproved for the MRBI and other funding.
