2016 SWCD August Meeting Minutes

The Board of Directors of the McLean County SWCD had their regular meeting on August 10, 2016 at the USDA Service Center, 402 N. Kays Drive, Normal. The meeting was called to order by Chairman Mike Kelley at 7:30 a.m.. Directors present were Irvin Bane, Sally Breese, Mikel Fonger and Howard Heatherwick.  District employees present were Jackie Kraft and Stephanie Musselman.  NRCS employee present were Eric McTaggart and Matt Bell.

~Financials/Minutes:  July minutes, Irvin motioned, Howard seconded. Motion Carried.  Irvin made a motion to approve the financials, Howard seconded. Motion carried.  Howard made a motion to approve the August checks for payment.  Sally seconded. Motion carried.

~Jackie gave the Watershed report as written. There still has been no updates on the IEPA 319 grant funding.  Construction at the Evergreen Lake T-2 site has been completed.  Construction at Spaid’s wetlands is planned for next week.  The IEPA 319 grant application was submitted August 1st which will be in partnership with City of Bloomington, ISU, Ecology Action Center and Plymouth State for $208,852.  Jackie has been asked by McLean County Regional Planning to be a member of the Greenways Committee.  The Ag Advisory Group is meeting August 18th at CJ’s.  Meeting with FSA, NRCS, City of Bloomington and TNC will also take place while Maria, Terry and Mike are in town to discuss the project to date and future plans.

~ Stephanie gave the District report as written. The fall fish and tree sales have now begun.  Fish sale pick up will be October 12 at 8 am and tree sale pick up will be October 19 from 8 am – 4:30 pm.  The CRP Contribution Subagreement has not yet been signed by NRCS.  Toolkit training has been started but any work completed before a contract is signed will not be covered.  The NRCS Assistance Subagreement has begun, however I have not received computer permissions yet.  Reimbursement for the NRCS Assistance agreement depends on if hours are worked each month; zero hours means no payment.  Summer Conference was held at Northfield Inn and Suites in Springfield July 25-26.  I was able to attend a couple sessions each day.  Steve Stierwalt, Champaign County SWCD board chairman, won the presidential election 38-32 against Myron Kirby.  The Jim Rutherford Scholarship golf outing will be August 23rd at Crestwicke Country Club.  The summer SWCD newsletter has been sent out, watershed newsletter in progress.

~ NRCS report. Nineteen FY16 CSP contracts have been obligated and there are 39 renewals for FY17 funding over both counties.  CSP will follow new protocol next year which will be similar to the EQIP ranking. Nineteen EQIP contracts have been obligated this FY, four additional applications should be to contract soon.  Most of the MRBI money for the Headwaters of the Vermilion has been allocated, an additional funding period has been requested to allocate remaining funds.  There are 3 Clinton Lake MRBI applications headed to contract and 2 additional applications have been received.  There are 268 CRP re-enrolls this year between both counties.

~Old Business: Jim Rutherford Conservation Scholarship winners were awarded.  Garrett Conaty and Blake Edwards were each awarded a $500 scholarship and a certificate.

~New Business:  Howard made a motion to support the PCM program and to appoint a board member at a later date to serve on an advisory board.  Irvin seconded.  Motion carried.   The next Board Meeting was set for September 14, 2016 at 7:30 a.m. at the USDA Service Center.   The meeting concluded at 8:37 a.m. and employee reviews began.
