The Board of Directors of the McLean County SWCD had their regular meeting on July 8, 2015 at 7:30 a.m. at the USDA Service Center, 402 N. Kays Drive, Normal. The meeting was called to order by Chairman Mikey Kelley. Directors present were Sally Breese, Irvin Bane, Mikel Fonger and Beverly Miller. District employees present were Jackie Kraft, Ross Fogle and Stephanie Musselman. NRCS employees present were Kent Bohnhoff and Matt Bell.
~Financials/Minutes: June minutes, Irvin motioned, Sally seconded. Motion Carried. Sally made a motion to approve the July financials, Irvin seconded. Motion carried. Mikel motioned to approve the July checks, Irvin seconded. Motion carried.
~Bev gave her report as written. There has been no change to the budget issue since the Governor vetoed the budget that was passed on May 31st. The WOTUS regulation goes into effect on August 28th. More than 20 states and the American Farm Bureau Federation have filed lawsuits to stop implementation. Many business in Illinois have urged U.S. Senators, Durbin and Kirk, to support legislation that will require agencies to rewrite the rule.
~Kent gave his report as written. A new area structure proposed with 4 areas instead of 5; McLean and Livingston counties will be combined, just waiting for the final sign off. There are 18 CSP producers who have completed the interview process with 3 being preapproved; 2 beginning farmers and 1 ag land. There are also 9 potential reenrolls for 2016. There are 3 EQIP applications being considered for the January 9th cutoff and 2 have becomes contracts. Project layout and design will continue. Six wetlands have been completed and 1 is in progress. CRP sign up is continuous and ongoing. FSA is out of field boarders across the state; existing contracts can still be renewed and requests can be made.
~Ross gave his RC report as written. Conservation Family Day was held June 20th at Comlara Park with 150 attendees. The CRP Contribution Agreement is scheduled to begin July 15th; there are over 200 applications. Ross has helped Matt flag tile lines and visited with Mr. & Mrs. Adrian about a possible General CRP sign-up. Attended the Ford County Prairie Tour. The Nutrient Loss Reduction Strategy Meeting was held June 24th at the Interstate Center with around 150 attendees. The Long Range Plan has been updated. 2015 Plat Books have been purchased and should be delivered sometime in August. The Jim Rutherford Golf Outing will be held at Crestwicke Country Club on August 25th. Two scholarships will be awarded for $500 each.
~Jackie gave her Watershed report as written. The monitoring equipment for the Coke Wetland will be installed later July and will be seeded in mid-late August; permission is still needed to access the site for monitoring. The Landowner Advisory Group for the Mackinaw River met on June 29th with a good turnout and ideas for future grants and projects. The Conservation Tour was cancelled and will be rescheduled for August. There are 88 fields enrolled in the Adapt Network program this year; flights for aerial imaging are currently being scheduled. The 319 grant survey was done May 11-June 7th. A total of 939 households received the survey and 550 were completed. ISU is working on data entry now.
