The Board of Directors of the McLean County SWCD had their regular meeting on December 9, 2015 at 10:00 a.m. at the USDA Service Center, 402 N. Kays Drive, Normal. The meeting was called to order by Chairman Mikey Kelley. Directors present were Irvin Bane, Mikel Fonger, Sally Breese, and Bev Miller. District employees present were Jackie Kraft, Ross Fogle and Stephanie Musselman. NRCS employees present were Eric McTaggart and Matt Bell.
~Financials/Minutes: November minutes, Bev motioned, Irvin seconded. Motion Carried. Bev made a motion to approve the December financials, Mikel seconded. Motion carried. Irvin motioned to approve the December checks, Sally seconded. Motion carried.
~Bev gave her report as written. Governor Rauner signed SB 2039 on December 7, 2015 that will provide $3 million in spending with $583 million going to local government units from motor fuel tax, $410 million to public safety and police training, $1 billion to state lottery to pay winners, and funding to pay heating bills for poor and keep domestic violence shelters open. Raymond Poe was appointed Director of the IL Department of Agriculture on November 16, 2015. Poe previously served over 20 years in the IL House of Representatives and was the president of the Sangamon County Farm Bureau. He also served on the House Ag & Conservation Committee and is a third generation farmer.
~Ross gave his RC report as written. The NRCS contribution has been completed and AISWCD has been invoiced; payment is expected mid-December. The specialty fish sale was small with a profit of $494.00 and the supplier was unable to get Northern Pike at the last minute, we will not have a specialty sale in the future. Seed sales went well, with Pheasants Forever sale profiting $3,805.38 and $510 in profit from QUGA. Producers effected by the pipeline applied 181.44 acres of cover crops; Syngenta’s check should be here any day and checks will be written to those producers for cost share. Ross attended and spoke at a cover crop field day at Sugar Grove Nature Center with IL Corn.
~Jackie gave her Watershed report as written. A final report and sign installation is all that is needed to complete the Lake Bloomington Shoreline Project. Still waiting to hear for approval on IEPA 319, Fishers & Farmers, and NREC grants. City Council approved the T-2 at Evergreen Lake project at the November 23rd meeting. The city will pay full cost for the project and be reimbursed by FOE for $20,000 once grant money is received. Waiting on U.S. Fish & Wildlife for final approval to start the project. FSA State office granted the waiver for Spaid’s wetlands and a pre-construction will be held December 9th. Jackie and Ross helped an ISU graduate student locate 21 tile risers to take photos and measure the size of the tile as part of his thesis. Jackie was elected Vice President of Friends of EverBloom at their annual meeting November 19th.
~Eric McTaggart gave an update on NRCS. Eric introduced himself as the new District Conservationist. NRCS will also be getting a new Soil Conservationist in January for an undetermined amount of time.
