The Board of Directors of the McLean County SWCD had their regular meeting on August 13, 2014 at 7:30 a.m. at the USDA Service Center, 402 N. Kays Drive, Normal. The meeting was called to order by Mike Kelley, Chairman. Directors present were Irvin Bane, Sally Breese and Bev Miller. District employees present were Jackie Kraft, Ross Fogle and Stephanie Musselman. NRCS employees present were Kent Bohnhoff, Matt Bell and Debbie Clairmont.
~Financials/Minutes: July minutes, Irvin motioned, Sally seconded. Motion carried.
Irvin made a motion to approve the July financials, Sally seconded. Motion carried. Sally made a motion to pay all outstanding checks, Bev seconded. Motion carried. Irvin made a motion to accept the 2014 Cost Share List, Bev seconded. Motion carried.
~Bev submitted her report in writing. The 5% temporary tax increase is allowed to expire January 1, 2015, however it is believed there will be a push during the fall veto session to pass a permanent extension of the income tax increase following the November election. The “Waters of the US” proposed rule that would expand the U.S. EPA and the U.S. Army Corps of Engineers regulatory authority under the Clean Water Act is raising some concern. Most farm ponds, ditches and rain dependent streams are covered under this proposed rule. The IL Farm Bureau is opposing this rule change and held numerous meetings throughout the state.
~Kent gave his NRCS report as written. CSP contract holders from 2010-1 and 2010-2 have the option to try to re-enroll all of their acres, just part, or none. A new application must then be submitted by September 12, 2014. The 2nd EQIP funding cutoff was July 3rd with an obligation deadline of August 1st. There were 13 applications preapproved in the first funding cutoff with 9 of them moving forward with contracts. Two wetlands have been completed and two others are planned for this summer. CRP reopened June 9th with NO general signup this year. There is an opportunity for general CRP to opt for a 1 year extension at the same rental rate if they have not been in for the maximum of 15 years. There is also a list of expiring contracts that NRCS has offered a contribution agreement to SWCDs to get re-enrolled.
~Ross gave his RC report as written. Dave Feese’s SSRP application was approved for funding to be completed by November 2014. The Fish Sale is set for October 15th and the Tree Sale for October 21st. We decided to send the Newsletter out in Black & White because there was a significant decrease in cost. The Golf Outing will be held August 26th at Crestwicke Country Club and we will have posters at each hole highlighting our sponsors. The NRCS contribution agreement has been accepted.
~Jackie gave her Watershed report as written. Mike O’Neil’s wetland construction is scheduled to start the week of August 25th with a deadline of September 15th. Randy Crump has signed the appropriate paperwork to begin his wetland. O’Neal’s potential wetland is still pending. The final location for the Coke wetland will be determined soon. The Adapt Network strip trial meeting was cancelled due to low participation; 92 fields in the watershed have been enrolled in the program this year. The shoreline & lunker project at Lake Bloomington will begin in early to mid November. Restoration site project at T-3 site will be done late summer/early fall.
